Vitco Properties is good Property Management Company.
An HOA has to cultivate a good working relationship with their property management company. You can't expect them do everything perfectly if you don't interact with them. HOA's need to view property management companies as a partner in the management of their property.
That takes a some work but pays big dividends. Especially if you have changed account managers and need to adapt to a new working style.
Also, developers that have built a complex or building with substandard materials and practices leave all of the resultant problems at the door of the property management company and they sometimes end up taking the blame for a situation that they didn't create.
Vitco deserves a better rating on BBB.
